Do foreigners or locals buy real estate in Dubrovnik?

The real estate market ended last year in stagnation. According to data from the Tax Administration, more than 30,500 apartments were sold in Croatia in 2022.

Last year’s figures are somewhat different. A little more than 28,500 of them were sold then, which represents a drop in turnover of almost seven percent. It is also interesting that there has been a decline in foreign buyers in Croatia, but real estate prices are still not falling. We checked the situation in Dubrovnik, and whether there are more interested foreign or domestic real estate buyers.

Although there has been a decline in interested foreign buyers in Croatia, the situation is not the same in Dubrovnik. This was confirmed by the owner of the real estate agency, Goran Pikunić. The most common countries from which interested foreign buyers come are the USA, Switzerland, Austria, Germany. What they most often pay attention to when they want to buy real estate is the proximity to the old city center. Domestic customers prefer Lapad.

And the key factor in everything is the price, which turns off many interested parties in the end. For now, it seems, prices will not fall.

A NEW 5-STAR HOTEL ‘MET BOUTIQUE’ OPENED IN THE CENTER OF ZAGREB

The new five-star MET Boutique hotel in the center of Zagreb, with 26 rooms, a spa, a conference hall, a roof terrace and other facilities, was officially opened on Monday evening, and the ceremony was attended by the Minister of Tourism and Sports, Nikolina Brnjac.

The hotel of modern architecture on five floors with a facade and entrance in glass was jointly opened by Minister Brnjac, owner and investor Ahmet Ulaj, also the owner of the company Gener 2 which is behind the investment, and Deputy Mayor of Zagreb Luka Korlaet.

Ulaj is an Albanian entrepreneur who has been operating in Croatia for several years, and the hotel business started in 2017, while when asked by Hina how much the investment in the hotel was, he replied that ‘it is difficult to say because the financial construction has not yet been completed and there are still works on location’.

The hotel is located in Praška Street, in the immediate vicinity of Zagreb’s central Ban Jelačić Square, in the space where, among other things, the Karas Gallery used to be.

“We are glad that in the core of the city we have ‘revived’ a space that was not functional. The hotel is small, but has great symbolism for the region as well because it points to the friendship and cooperation between Croatia and Albania, and we believe that the hotel is also a value for the city,” said Ulaj, expressing his respect for the Albanian community in Croatia, whose representatives were also at the opening.

Brnjac: Since 2017, 6.2 billion euros have been invested in quality tourism in Croatia

The representative of the Prime Minister, Minister Brnjac, said that the goal of the Croatian Government is the development and investment in quality facilities and contents in the tourist offer, and that this hotel is also a contribution to that, adding that the number of hotels and campsites in Croatia has doubled in recent years from four to five star.

“Since 2017, 6.2 billion euros have been invested in quality in tourism in Croatia. We continue with this through investments from NPOO funds and from other sources”, stressed Brnjac.

Deputy Mayor Korlaet expressed his satisfaction with the new hotel on behalf of the city administration, evaluating that “the hotel contributes to the urban renewal of the city because something that was neglected and inaccessible was activated, with high-level architecture.”

“As the chairman of the Tourist Council of the City of Zagreb, I can say that the hotel has greatly enriched the offer of the city,” said Korlaet.

Hotel director Kristijan Bisaku told Hina that the hotel has 25 employees, as well as the interesting fact that the bar in the hotel is called PEN 22 because Slavoljub Penkala’s first workshop was at that location back in 1922.

In addition to Minister Brnjac, Minister of Finance Marko Primorac, MP for Minorities Ermina Lekaj Prljaskaj and other guests were also present at the opening.

Small apartments in good locations fetch dizzying amounts

The real estate market in Croatia has been experiencing a slight stagnation for the past few months, but experts claim that the market is still very active. The demand for apartments in new construction and apartments of around 70 square meters in larger cities or in good locations, which are constantly in short supply on the market, is not decreasing.

We spoke with Martina Naletilić, a licensed real estate agent at the Sky Nekretnine agency, who told Financije.hr that she feels a slight drop in demand among foreign buyers, but believes that this is due to the current economic situation in the countries they come from.

She revealed to us that in the next six months she does not expect significant changes in real estate prices, but a continuation of the stagnation that has already begun, i.e. price fixing.

Many buyers are not sure what kind of properties are the best to invest in and whether they should invest in them at all. Naletilić advises that it is good to invest in real estate in an attractive location or one that has the potential to become so in the near future.

“If you have a certain amount of money at your disposal, and by financial calculation you come to the conclusion that you will pay off the investment in the optimal period, investing in real estate is absolutely a wise move,” she said, adding that one should look at how attractive a certain location is to a certain group of people (students, tourists , workers…) if you are thinking about renting.

When choosing a property for housing, it is important to take into account personal needs, how close they are to important locations (public transport, health center, green areas), noise level and the layout of the rooms.

As for prices by location, research conducted for 2022 showed that the most expensive prices per square meter are in Rovinj, Opatija, Dubrovnik and Split. But what kind of properties fetch the best prices?

“If we compare the price per square meter, small apartments in good locations fetch dizzying amounts compared to real estate with a larger square footage or compared to real estate in less attractive locations. Luxury real estate, apartments and urban villas are, of course, a separate category,” said Naletilić.

Sky Nekretnin told us that when selling real estate it is important to follow the market and not exaggerate with unrealistic amounts if you want to sell the real estate in the optimal period of time.

Naletilić says that there is a noticeable constant deficit of apartments in new construction, i.e. demand that exceeds supply, which consequently affects the growth of real estate prices in new construction. However, construction costs have not been increasing in the last six months.

Destatis announced in October that the number of permits issued for the construction of apartments in Germany decreased by 28 percent in the first eight months of 2023 and pointed to higher construction costs and worse financing conditions. Naletilić explained to us whether such a situation in Germany could affect Croatia.

“The situation on the international market certainly spills over to the Croatian market to a certain extent. Although we are not immune to changes, we must not ignore certain specificities of the Croatian market, due to which we minimally feel the crisis that occurred in most other EU countries and beyond,” said the real estate agent.

“The entry into the Eurozone and Schengen and the increased interest of foreign buyers in the last year have somewhat protected the Croatian real estate market from the crisis that occurred in other countries and have minimized the negative trends that have appeared on the real estate market in most other countries,” she added.

Does investment in property on the sea pay off?

As for renting, luxury real estate is doing the best, as well as luxury boats, Vujović points out.

Boro Vujović, director of the Opereta real estate agency, was a guest on Dnevnik N1 where he spoke about the reasons for the rise in real estate prices in Croatia and forecasts for the future period.

Boro Vujović explains how the increase in real estate prices was influenced by the increase in the price of construction materials:

“The fact is that interest in real estate exists. Something unexpected happened – the corona was supposed to lead to a negative correction of prices, but they started in a positive way, i.e. they went up in price. One of the reasons is inflation, i.e. the fact that states have released a large amount of money into circulation and part of the people who have funds are looking for ways to save the value of money and are buying real estate, and the price of construction materials is also rising. This year, it increased between 25 and 30 percent, and this will affect the price of a square meter in the coming period.”

He says that it is impossible to predict the limit to which prices will rise, that will ultimately determine the purchasing power of citizens.

“It may happen that the prices of materials rise, but the purchasing power of citizens does not rise. Prices can rise to the point where citizens can buy real estate. If the prices rise too much and the citizens cannot keep up with it, then we will have a stagnation in the market which is already easily visible. APN was a big demand generator in September, now it’s gone and it can be seen that the demand is lower than last year. Prices can rise, but they cannot skyrocket, because then the question is who will buy these properties”, adds Vujović.

Interested parties

He points out that foreigners are particularly interested in real estate on the coast:

“Each year, on average, about 30% of all purchases are made by foreigners. There is interest, especially after the corona and the situation that people can work from home. There is great interest in real estate on the coast, and in this context, real estate prices in Croatia are cheap compared to Germany, Austria and Slovenia. The interest of foreigners in real estate on the coast has increased.”

He adds that more luxurious real estate fares better: “It can be seen in the last period that the more luxurious the real estate, the better it fares and the easier it is to sell. There are not many such customers, but for some, money is not a problem. Properties of average value are the most represented, but there is a greater demand for luxury properties than before, but their market share is still small in relation to the overall turnover.”

Luxury properties are the best for rent

As for renting, luxury real estate is doing the best, as well as luxury boats, Vujović points out.

“The more luxurious the property, the greater the interest, and it is more difficult to find such a vacant property, even though there is not even a vacant bed on the coast,” he says, adding that there is increasing interest in the hinterland:

“There is increasing interest in the hinterland, especially in Istria. It is easier to rent a house with a pool 15 km from the sea than an apartment 15 meters from the sea. Foreigners want intimacy, isolation and not mixing with a large number of people, that has changed since the corona.”

A luxury complex is being built in Dalmatia: tenants will have a private park and swimming pools! Look, this is the real Beverly Hills!

On the site of the former paint and varnish factory “Astra Dubravka”, in the strict business center of Dubrovnik, the construction of the luxurious residential and business center “Astra” will soon begin. Realization of the mentioned building in the area of Gruža will finally make a big step towards solving the problem of neglected lots that have long been acting as a “finger in the eye” of the urban fabric of the city.

Looking at the project and computer simulations of the future look of the complex, it is clear that two commercial and four residential floors are planned, the latter of which will have a park and swimming pools on one of the floors! Thus, Gruž, as a former industrial part of Dubrovnik, will get an even more beautiful and appropriate appearance that befits a modern business tourist town.

From Kristina Žilić, member of the board of the Dubrovnik company “Beta nekretnine d.o.o.” which is the investor of the project, we found out that the City of Dubrovnik, i.e. its Administrative Department for Issuing and Implementing Spatial Planning and Construction Documents, issued a building permit for the construction of a high-rise detached commercial-residential building in September 2021 with the prior removal of existing commercial buildings on a plot of 2,610 square meters meter:

– The designer of the residential-garage-business building is the company “TAB architecture d.o.o.” and the building consists of business premises on the ground floor and on the first floor. It is a total of 33 residential units and 89 garage spaces, as well as a spacious penthouse with a swimming pool and terraces at the very top.

The apartments will have between 44 and 114 “squares”, and the building will have plenty of greenery, and future tenants will also have a private park on the second floor – Kristina Žilić told us, stressing that they have not yet established the prices of residential and commercial spaces: Considering that it is about a complex facility, we decided on a longer preparation. We expect the machines to arrive at the construction site in January, and we will use the most modern materials during construction.

Obviously, the company founded in 2015 adheres to the popular rule “longer preparation – shorter construction”. They specialize in the development, construction and management of real estate throughout Croatia, but are primarily concentrated in the south of the country.

They deal with the purchase, adaptation, rental and sale of real estate, as well as the development of projects from the very beginning, and it is already known that the contractor for the future complex will be the company “Meštar Hendić”, which has already proven itself in construction in Dubrovnik and its surroundings and in the island of Hvar.
